VINELink and IVSS are status and notification services, not dependable booking-photo archives. If either interface shows an image, verify that the source and custody episode match the person sought. Never treat the image as a release record.

Lipscomb Release Expunction Notice
Texas moved expunction law into Code of Criminal Procedure Chapter 55A effective January 1, 2025. Texas Chapter 109 Mugshot Disputes
Texas Business & Commerce Code Chapter 109 treats arrest photographs as criminal-record information for publishers covered by that chapter. It requires accurate and complete publication using recent government or DPS data. A covered publisher must display a dispute contact and investigate correction claims, generally by the 45th business day.
The chapter also addresses information subject to expunction and nondisclosure orders. Yet its exclusions matter. It is not a universal mugshot ban, and it should not be described as a blanket pay-to-remove law. The practical route is to correct the sheriff or court source first, then send the source record and certified order to the publisher's statutory dispute contact.
Keep a copy of the request, the image URL or publication details, and the response. Do not pay a removal service based solely on a promise. An official correction and a documented dispute create a clearer record of what was requested and why.
Lipscomb Registry Photos Differ
The Texas DPS Sex Offender Registry may display a current photograph for a person who is legally required to register. That image is not necessarily the Lipscomb County booking photograph. The registry applies only to covered registrants and cannot answer whether someone else was jailed or released.
